The Housing Stability Program is now assisting households whose income has been affected by COVID-19.

Applications will not be considered complete without ALL required documentation.  We will only contact applicants who submit a complete application. Incomplete applications will only be kept for 10 days after which applicants must completely reapply if they are still requiring assistance.

Application Instructions

This assistance includes households who have experienced:

  1. A cut in hours or wages due to the pandemic
  2. A lay-off due to the pandemic
  3. A decrease or loss of income due to loss of childcare
  4. A decrease or loss of income due to medical conditions in the household due to COVID-19
  5. Confirmed cases of COVID-19.

Adult members of the household who are self-employed must provide self-employment tax, invoices, and/or a statement from one or more clients with contact information. This COVID-19 assistance program excludes households that have had a decrease or loss of income unrelated to the pandemic or whose sole income is Social Security or SSI.

The REAL Services Housing Stability Program is able to assist households in Elkhart, Fulton, Kosciusko, Marshall, and St. Joseph Counties. However, there is limited funding available for households outside of South Bend.

Those interested in applying for assistance must submit an application and ALL requested documentation to determine eligibility.

NOTE: Households must be within 200% of poverty guidelines at the time of application to be eligible. Households that receive Section 8 are eligible for assistance for the amount paid by the household only.

The following information must be submitted with the application:

  • Photo ID for all Adult household members over the age of 18
  • Social Security Cards for all household members
  • Lease or Rental Agreement, all pages
  • Landlord Email and telephone number
  • If experiencing homelessness please provide name and email of future landlord if known
  • If looking for rehousing due to COVID-19, please provide written and signed statement as to why you are in need
  • Income attestation form
  • Four weeks of paystubs for any household member currently working
  • For any household members over the age of 18 with no income please complete the zero income form
  • Tracker form 
  • Obligations agreement
